Iowa Administrative Rules Review
Pursuant to Executive Order 10, IFA is required to review all its administrative rules by September 1, 2024. Following publication of reports of the review, IFA will rescind each chapter and repromulgate rules that are necessary to keep no later than December 31, 2024.
Rule reports will be published on this page. Regulatory analyses and notices of intended action required by the order will be published in the Iowa Administrative Bulletin as they are completed.
Chapter 1 – General
Chapter 11 – Iowa Main Street Loan Program
Chapter 18 – Waivers
A public hearing was held on the published regulatory analysis for chapters 1, 11, and 18 on April 9, 2024. No public comments were received during the hearings nor in writing. Ch. 17 – Procedure for Rulemakinghere.
A public hearing was held on the published regulatory analysis for chapter 17 on March 19, 2024. No public comments were received during the hearings nor in writing. No changes have been made from the analysis published February 21, 2024. The final regulatory analysis is available
Chapter 24 – Home and Community-Based Services Rent Subsidy Program
A public hearing was held on the published regulatory analysis for chapter 24 on June 18, 2024. No public comments were received during the hearing nor in writing. No changes have been made from the analysis published May 29, 2024. The final regulatory analysis is available here.

IFA proposes to rescind chapter 3 and adopt new chapters in lieu thereof. IFA further proposes to permanently rescind chapters 12, 20, 22, 23, 31, 36, and 40. A public hearing on the regulatory analyses will be held at IFA (1963 Bell Avenue, Des Moines), in the Missouri River Conference Room.
